The UVRI-IAVI vaccine program was formed in 2001 as a result of the partnership between the International AIDS Vaccine Initiative (IAVI) and the Government of Uganda. The purpose of the partnership was to support IAVI-sponsored activities in Uganda including the conduct of phase I/II HIV vaccine trials and to conduct feasibility studies and other activities in preparation for future large scale HIV vaccine trials. The program works with its partners to support the efforts in responding to the HIV/AIDS epidemic, its transmission and impact worldwide.

With well-equipped laboratories, trained staff and international collaborations, UVRI-IAVI helps build local capacity through training research, and public health partnerships. It also supports biospecimen, data management, and monitoring safety during clinical trials. UVRI also works in community engagement, ensuring that local communities are informed, involved and benefit from ongoing research.
